Mmkay, the behavior Edward displayed was criminal. He should be hospitalized and/or commited. He is obviously engaqged in very high-risk behavior which could seriously harm himself and/or others. Can you imagine the harm it would do to any individual (child or otherwise) to come across this man in this perversive act in a parking lot? If he had curbed the behavior to his garage, it would be slightly different. I still say this man is a threat to himself and more importantly, the community he lives in.
